This bill halts the construction or expansion of artificial intelligence (AI) data centers until Congress enacts AI safety laws. It requires federal approval for new AI products, mandates policies to protect jobs and share AI-driven economic gains, and bans public subsidies for these centers. Projects that raise utility bills, harm the environment, or lack community support are blocked. The Department of Energy must regularly report on data center operations, including environmental and labor impacts. The bill also restricts exports of U.S. computing hardware to prevent support for unregulated AI abroad. The moratorium ends only when Congress passes laws that explicitly lift it.
