This amendment says anyone who is a U.S. citizen, 18, a resident, and registered has a fundamental right to vote. People convicted of felonies would only lose voting rights while in prison. Once released, their voting rights are restored automatically, with no action needed. It also limits voting bans for mental disability to those a court finds cannot understand voting. This would add many voters and reduce barriers for returning citizens.

Vote Yes on this bill if you want the state constitution to guarantee the right to vote, automatically restore voting rights to people with felony convictions when they leave prison, and limit voting bans to cases where a court finds a person cannot understand voting.
