This bill would prevent a government shutdown by extending federal funding at 2026 levels through 12/11/26, while Congress completes full-year appropriations. It provides targeted adjustments for WIC nutrition, disaster relief, and veterans’ services; renews customs user fees; and extends duty-free import status for certain African countries. It also extends expiring federal laws and program authorizations, including for transportation and veterans’ benefits. Other provisions restrict certain fund transfers, temporarily block a proposed White House grant rule, support federal cybersecurity and technology upgrades, freeze congressional pay, authorize one-time payments to families of deceased Members of Congress, and allow targeted defense funding for prior-year shipbuilding cost increases.
