Shifts Utah elections toward in-person voting. After a ballot is mailed, most voters must return it at a polling place or staffed drop box and show ID. To mail a ballot back, a voter must apply; military/overseas and people with disabilities have exceptions. Starting 2029, mail ballots are sent only to voters who request them, and mailed returns need ID numbers or copies. Drop boxes must be staffed and open set hours. The bill also hides phone and street info in campaign reports and adds penalties.
