Creates a Washington Health Care Board to design and run a universal state health plan that covers all medically necessary care for every resident. The plan starts only if federal waivers and funding are approved and any needed state laws pass. A 19-member board of employers health providers, tribes, labor, agencies, and experts will set benefits and eligibility, arrange financing, pay providers, seek approvals, hire staff, and manage rollout.
