HEATS Act would let some geothermal projects move ahead with only a state permit when the land surface is private or otherwise nonfederal and the federal government owns less than half of the underground resource. Projects could start after 30 days without a federal drilling permit or most federal environmental, wildlife, and historic review. This could speed new energy development, but it would reduce federal oversight. Tribal lands are excluded.
