This bill changes how Arizona cities update their long-term land-use plans. Instead of having to create a brand-new plan every 10 years, a city could renew its current plan for another 10 years. Smaller, slower-growing towns could choose whether to send a new plan to voters. This may save local time and money and keep planning rules steadier, but in some towns it could reduce direct voter say over growth, housing, roads, and open-space decisions.
