This bill would make the largest fossil fuel companies pay into a new $1 trillion climate fund, based on their past carbon emissions since 2000. The money would help communities prepare for and recover from floods, fires, heat, and storms, improve water, energy, transportation, and farming systems, and direct 40% to overburdened low-income, Tribal, and communities of color. It also preserves state and local lawsuits against polluters.
