Creates a federal commission to plan for possible nationwide cannabis regulation, similar to alcohol rules. The group would study product safety, youth protections, medical research, banking access, taxes, farming, trade and effects on states and tribes. It would also review harms from past marijuana arrests, especially for minority, low-income, and veteran communities. The bill does not legalize cannabis now.
