This bill sets national rules for drawing U.S. House districts. New maps would need to be connected, reasonably compact, and nearly equal in population. States could not draw lines to help or hurt a party, candidate, current officeholder, or competition. Mapmakers would also be urged to keep counties, cities, towns, and tribal lands together. The goal is to reduce gerrymandering, make elections fairer, and give communities clearer, stronger representation.
