Bill protects privacy of sex designation on IDs and vital records. Agencies cannot share or display a person’s sex or past changes without that person’s consent. New IDs show only the current sex, with no hint of a change. Records about sex changes are sealed and not open to public records requests or subpoenas; state archives can’t release them. Agencies can deny data requests if they could cause harm or bias. This reduces outing and harassment risks while limiting some public access.
