Creates a state-led plan to restore the Ocklawaha River and improve the St. Johns River and Silver Springs. DEP must hire a project lead, design the project, and finish work by 2032 if funded. A new council will advise on recreation sites and ways to reduce impacts on nearby owners. The state will build more public access and trails, offer grants to river towns, and start an economic program for Marion and Putnam Counties. Expected results: cleaner water, more outdoor fun, and local jobs.
