This bill keeps cities and counties from banning short-term rentals, but gives them more tools to police them. Local governments could set overnight occupancy caps, require permits, insurance, neighbor notice, emergency contacts, and sex-offender checks on booking guests. Rentals without permits could be shut down, and repeat or serious safety violations could bring bigger fines or license suspensions.
