The Florida Horsemen’s Benevolent & Protective Association (FHBPA) is the statewide trade organization representing thoroughbred racehorse owners, trainers and backstretch workers in Florida. The FHBPA negotiates racing contracts with tracks, advocates for members on state and federal policy affecting racing and wagering, administers benevolence and aftercare programs for retired racehorses, and provides member services and education to support the economic viability of Florida thoroughbred racing.
State pari‑mutuel and gaming regulation (including decoupling and simulcasting), purse levels and distribution, track‑horsemen contract negotiations, horse safety and medication regulations (HISA compliance and anti‑doping), backstretch worker welfare and workers' compensation, thoroughbred aftercare and retirement funding, and industry tax and incentive policies.
Primarily membership dues and assessments tied to racing activity (including statutory deductions/allocations from purse pools and negotiated track contributions), supplemented by donations, sponsorships and programmatic revenues.
