The Health Council of East Central Florida, Inc. (HCECF) is a private, non‑profit regional health planning and support organization serving Florida's District 7 (Brevard, Orange, Osceola and Seminole counties). The council provides health planning and data services, community and behavioral health needs assessments, program development and evaluation, and operates programs focused on access to care (including services for the uninsured), chronic care coaching and a regional cancer control collaborative to improve local health outcomes and service coordination.
Typically engages on policies related to regional health system planning and regulation, access to care for uninsured and underinsured populations, community health assessment and improvement planning, cancer prevention and survivorship programs, chronic care and community paramedicine models, behavioral health workforce and services, health data transparency and GIS mapping, and grant-funded program evaluation and performance reporting.
Primarily funded through a mix of government and foundation grants, fee-for-service and contract revenue for planning and evaluation work, and project-based partnerships with public agencies and local health organizations.
