Northwest Health Law Advocates (NoHLA) is a Seattle-based nonprofit public-interest organization that uses legal, policy, and community advocacy to expand equitable access to health care in Washington State. NoHLA focuses on removing barriers to coverage and care for low-income people, immigrants, seniors, and other underserved communities, combining policy analysis, legislative advocacy, impact litigation support, education, and community training.
State and federal health coverage access and affordability (Medicaid/Apple Health, Medicare assistance, ACA marketplace protections and Cascade Care/public option), immigrant health access and privacy, medical debt and billing reform, charity care and surprise billing protections, reproductive health access, mental health parity and behavioral health access, and enforcement of consumer health protections.
Primarily foundation and philanthropic grants supplemented by individual donations, coalition fundraising, and fee-for-service or contract revenue from trainings and consulting.
Coalition partners include Northwest Justice Project and state health equity coalitions such as Fair Health Prices Washington; organizational leaders and founders include co-executive director Emily Brice and founders Janet Varon and Ele Hamburger; NoHLA also routinely partners with community health organizations, legal aid groups, and state legislative allies.
