The Oklahoma Council of Public Affairs (OCPA) is an Oklahoma-based public policy research organization and think tank that promotes limited government, free enterprise, individual liberty, and traditional values through research, analysis, publications, public forums, and advocacy.
Tax and budget restraint, limited government, school choice and education reform, free-market economic policy, regulatory reduction, constitutional and civil-liberties issues, and social policy aligned with traditional family values.
Primarily funded by charitable donations from individuals, foundations, and other private supporters; it is a tax-exempt 501(c)(3) organization.
Founded by David Brown and Ann Brown; current leadership includes Jonathan Small; associated projects include Aim Higher Oklahoma.
