The Western States Water Council (WSWC) is a government entity created in 1965 by the Western Governors’ Conference to facilitate cooperation among eighteen western states on water resource issues. Composed of representatives appointed by the governors of member states, the Council works to ensure an adequate, secure, and sustainable water supply for economic, environmental, and public needs across the West, while preserving state authority over water management.
Water resource conservation and development, state water rights and allocation authority, federal water policy coordination, water infrastructure funding, drought resilience, tribal water rights settlements, water quality, and data and research programs related to western water management
Primarily funded by contributions and dues from member states, supplemented by federal grants and cooperative agreements for water policy research and program support
